Ir Spencer Li is the General Manager of BlueOcean Pay, a leading payment gateway services provider for Wechat cross border payment in Hong Kong. Ir Li is active in ICT, Smart City and eCommerce industry. He is also the charter president of Innovation and Technology Association, and was the Convenor, Mobility Technology, Smart City Special Interest Group, Hong Kong Computer Society. As an entrepreneur, Ir Li has co-founded an eCommerce company which was listed in GEM in Hong Kong in 2002. He was the business development director of Asiapay and CEO of Network Payment System (a listed company in South Africa). Through his 20 years of eCommerce and ePayment, he gains recognition from chambers for public speaking on the uptrend technologies on ICT and high-technology. Ir Li is proficiency in digital payment, smart banking, eCommerce, ICT security, biometrics and cloud computing. Besides his business and professional venture, Ir Li has served the youth community and was the National President of Junior Chamber International Hong Kong in year 2000. Currently, he is appointed as Member of Chinese Association of Hong Kong & Macao Studies (全國港澳研究會香港特邀委員) specialised on FinTech and ICT. Ir Li is a frequent speaker and writer on fintech, blockchain, smart banking and digital payment.
